It indicates whether or not the municipality exceeds any of the thresholds established as a criterion to determine whether it is obliged or recommended to draw up the Municipal Action Plan for seismic emergencies. In order to establish the obligation to draw up the action manual for municipal seismic emergencies, there are two criteria: exceeding the intensity threshold in this case greater than or equal to VII, or for exceeding reference damage, in this case case more than 50 uninhabitable buildings or more than 10% of the total uninhabitable buildings in the municipality. Municipalities that appear in white mean that they do not exceed these thresholds.

The ZIF (defenceless zone) is defined as the minimum security zone necessary to guarantee the viability of self-protection of vulnerable elements in the context of an accident in the transport of dangerous goods. The extension of this zone is conditioned by the necessary response time and the intensity of the effects of foreseeable accidents. The distances of the ZIF for the scenarios of long-range toxic cloud, short-range toxic cloud, serious explosion, flammable cloud and puddle fire are established in "The Technical Instruction of the DGPC regarding the preparation of reports on the conditions minimum requirements that new urban developments must comply with to be located within the identified chemical risk zones due to the transport of dangerous goods by road and rail" (ITMMPP).
