Zones of helplessness (ZIF) associated with accidental scenarios in the transport of dangerous goods by rail in Catalonia.
The ZIF is defined as the minimum safety strip necessary to ensure the feasibility of self-protection of vulnerable elements in the context of an accident in the transport of hazardous materials. The extent of this area is conditioned by the necessary response time and the intensity of the effects of foreseeable accidents. The distances of the ZIFs for the scenarios of powerful toxic cloud, short-range toxic cloud, severe explosion, flammable cloud and puddle fire are set out in “The DGPC Technical Instruction on Reporting Minimum Conditions that they must comply with the new urban developments to be located within the areas identified as of chemical risk in the transport of dangerous goods by road and rail ”(ITMMPP, hereinafter).

Viewer of the Civil Protection Map of Catalonia
Viewer that allows municipalities and citizens to find out from the Interior website: 1- The territorial distribution of the different risks; 2- The civil protection plans that each municipality has the obligation or recommendation to prepare; 3- Which municipalities have drawn up the corresponding municipal civil protection plans and which ones are pending; 4- Municipalities that have civil protection volunteer associations. The map allows forecasting and risk prevention.

- The compliance of the metadata is evaluated using the "INSPIRE Reference Validator" web tool. The metadata is considered correct when the only errors reported are related with the main language of the metadata file. These errors are due to the fact that Catalan is not included in the list of official languages of the European Union.

- The layer has been generated from the TRANSCAT hazard maps for rail. It has been worked only with the sections that have a very high risk, and among these, with those that have representative transport (75 tonnes/year for the railway) of the typologies that give rise to the scenarios of toxic cloud, serious explosion, flammable cloud and puddle fire. The ITMMPP indicates that the ZIF are measured on both sides of the limit of the affected road. Faced with the difficulty of having the track width for the entire Catalan network, the ZIF of this layer have been drawn in relation to the central line of the track, adding a generic width of 5 meters per lane in the case of the rail.
