Vulnerability Zones (ZIF) associated with accidental scenarios in the transport of hazardous materials by road in Catalonia.

The ZIF (defenceless zone) is defined as the minimum security zone necessary to guarantee the viability of self-protection of vulnerable elements in the context of an accident in the transport of dangerous goods. The extension of this zone is conditioned by the necessary response time and the intensity of the effects of foreseeable accidents. The distances of the ZIF for the scenarios of long-range toxic cloud, short-range toxic cloud, serious explosion, flammable cloud and puddle fire are established in "The Technical Instruction of the DGPC regarding the preparation of reports on the conditions minimum requirements that new urban developments must comply with to be located within the identified chemical risk zones due to the transport of dangerous goods by road and rail" (ITMMPP).

Viewer that allows municipalities and citizens to find out from the Interior website: 1- The territorial distribution of the different risks; 2- The civil protection plans that each municipality has the obligation or recommendation to prepare; 3- Which municipalities have drawn up the corresponding municipal civil protection plans and which ones are pending; 4- Municipalities that have civil protection volunteer associations. The map allows forecasting and risk prevention.

Work has only been done with the sections that have a very high level of danger associated with them, and among these, with those that present a representative transport (10 trucks/day by road) of the typologies that give rise to the scenarios of toxic cloud, serious explosion and puddle fire. The ITMMPP indicates that the ZIFs are measured on each side of the limit of the affected road. Given the difficulty of having track width throughout the road network, the ZIFs of this layer have been drawn with respect to the central line of the road, adding a generic width of 10 meters on each side in the case of the road.
