Security and emergency demarcations v1.0 - July 2026
Administrative units representing the territorial organization of security and emergency services in Catalonia. This includes basic and regional divisions of the Rural Agents, operational regions of the Fire Service, basic police areas and police regions, as well as the territorial services for Home Affairs and Public Safety. Each layer defines geographical areas with specific functions for resource management, operational coordination, and strategic planning.

The metadata is considered compliant if the only notices identified are related to the use of Catalan as the main language of the register, a language that is not included in the list of languages provided for in the INSPIRE directive.

- The delimitation of the first-order territorial units is obtained by grouping the administrative units (municipalities, etc.) that are detailed in each case: The basic areas of the Rural Agents are determined by order of the minister of the department responsible for public safety; The emergency regions of the Fire Department include the counties and municipalities determined by the minister of the department responsible for public safety; The assignment of municipalities to the basic police areas and police regions is defined in the DOGC, although it can be modified by an order of the head of the department; The territorial scope of each territorial service of the Department of the Interior and Public Security coincides with the territorial scope of the corresponding territorial delegations of the Government. The delimitation of the municipalities and counties, from which the security and emergency demarcations are obtained, comes from the set of Administrative Divisions of Catalonia at a scale of 1:5,000 (ICGC). If the demarcation is also given by the delimitation of districts, this consists of an adaptation of the data published by the City Councils to the official limits of the corresponding municipality, as well as a topological correction. The territorial scope of the regional areas of the Rural Agents correspond to that of each of the territorial services in which the Department of the Interior and Public Security is structured.
